2012 Outdoor Development Meet Information


You must be pre-entered in order to participate in any of the UAGTCA meets. Your entry must be confirmed by Midnight the Thursday preceding each meet and all fees paid by 5:00 PM the Friday before each meet. Entries not confirmed and paid for by the appropriate deadlines will be removed from the meet. There absolutely will be no entries accepted on the day of the meet. Past participation levels have been very high and we anticipate similar numbers in 2012 . You are advised to register and have your athlete's ages verified early. All youth athletes are required to have their ages verified. Unverified athletes will not be allowed to participate in any meet. Once you have submitted and confirmed your entry no changes are permitted and you are required to pay for the complete entry regardless of participation. There are no fee refunds or transfers permitted unless an event is officially cancelled by the UAGTCA, in which case, based on the circumstances, a credit may be issued. You can only enter the meets using our online entry system which requires a UserID and password. Users are encouraged to get their UserID now and add their athletes to their roster. You don't have to enter any of the meets at this point but you should start building your roster immediately and have your athlete's ages verified in order to avoid any problems that might arise later. The system normally gets very busy as the meet entry deadlines approach and as a result the system may slow down. You are encouraged to register early and avoid any last minute difficulties.

REMEMBER: The age of all athletes, 18 & under, must be verified prior to competing. Unverified athletes must submit their proof of age documentation to Stacy Peterson, our birth date verifier, at the address below or send her an e-mail by clicking on her name. A scanned image of the Birth Certificate attached to an e-mail is the most common method used. Unverified athletes will not be allowed to compete, no exceptions!

Meet Results: Results will normally be available on this site no later than the Tuesday following each meet. In most cases much earlier. We will also continue to have the ability to get Real-Time Meet Results by following the scrolling headline link on our main page or in the order of events section below for each meet.

Registration & Birth Verification Requirements: (please read carefully) all athletes must be registered with the UAGTCA. They must appear on the roster of a valid system user. An unattached athlete can be a valid system user with a personal ID and also be in control of a roster in which case they must enter their own name on the roster as an athlete. The birth date of all youth athletes must be verified by our Birth Date Verification Coordinator. Teams must provide documents verifying the age of all athletes under 19 years of age prior to their being entered into any meet. Currently athletes born in 1993 or earlier are not required to show proof of age. Send documentation to Stacy Peterson at the address above. Verification should be done in advance of your entering athletes into a meet. If you do not verify them in advance they will be shown as unverified on your roster and when you attempt to enter them into a meet they will be Accepted Pending Verification (APV) and they will not be permitted to compete until the verification is complete. Athletes first and last names should be shown on the roster as they appear on their Birth Certificates. Middle initials should only be used to distinguish between athletes with exact same names and birth dates. The same applies to Jr. & Sr. Use yhe suffix only if both are competing.


Sanctioned Event

Competition Rules:
Except where the UAGTCA Rules state differently these meets are governed by the current USATF Rules of Competition

The following rules must be adhered to when submitting Birth Certificates for Verification:

  • Do NOT fax Birth Certificates for verification unless instructed to do so by the verifier.
  • We recommend that you submit them as a PDF or image document as an e-mail attachment.
  • If your athletes currently appear as verified on your roster, you don't need to submit another birth certificate.
  • All certificates to be verified MUST be received by 9:00 PM on the Wednesday before the Saturday Meets.
  • All documents received after the Wednesday deadline will be processed for the following week.
  • The name of all athletes that you are requesting birth certificate verification for, must already appear on your roster. The roster IDNum MUST be included with your request for verification.

All actual meet entries must be made via our online entry system. You can enter online right here. Paper entries or e-mailed entries will not be accepted. Our entry system is designed to work best with Microsoft Internet Explorer 5 or higher. There have been reported difficulties with some computers using other Browsers. We will work with you to resolve any problems you may experience but we will not accept that as a reason that online entries cannot be completed on time.

Unattached Athletes:

If you are not with a club (i.e.Unattached), you must still enter Online and select “I Compete Unattached” when securing your UserID. You now control that Unattached Roster. You must now add the names of any Unattached athletes, including yourself, to your roster in order for them to appear on the entry list. When you enter your first meet your athletes will be provided a bib Number that must be worn throughout the series. Do not confuse the computer ID number that appears on the roster after you initially register with the physical bib number that is given to you when you pick up your packet at the meet registration table when you arrive at the meet. You must save your bib number for reuse after each meet. Only UAGTCA assigned bib numbers may be used. If your bib number is lost or damaged it must be replaced at the next meet. Missing, damaged or misplaced numbers will be reissued at a cost of $1.50 per number. Currently this fee only applies to the meets in this outdoor series.

All Entries must be confirmed by Midnight the Thursday before each meet. Only Entries Confirmed and Paid For by the Entry Deadline will be processed. There will be no exceptions to this rule.

Meet Fees:
$   1.00 for the Initial Competition Number. This one time fee can be invoiced upon request and paid online or it can be paid in cash at the registration table on meet day. You must pay for all new competitor numbers provided.
$   1.50 for replacement of lost competition numbers.
(Only UAGTCA stamped replacement numbers may be used)
$  5.00 Per Individual Event
$20.00 Per Relay Event


(An athlete may enter a maximum of 3 events 1 of which must be a field or relay event. You may enter no more than 2 individual running events.)

Payment:
Payment for ALL fees, except as noted above, must be made by 5:00 PM the Friday before each meet. You are responsible for payment of all confirmed entries. There are No partial payment or partial packet pick-ups allowed. You can pay for your entries online via credit card when you confirm your entry or you can send a check or Money Order made payable to UAGTCA c/o Ron Jackson 1104 Summit Lane, Oreland, PA 19075.

All payments must be received at least 2 days before the payment deadline. There will be a $50.00 fee assed for all returned checks. Any club who submits a check that is returned will be required to pay by credit card, cash or money order for future entries. All confirmed entries not paid for by the payment deadline will be removed from the meet and the User and Club will be placed on the Non-payers list. Users and Clubs on the Non-Payers list will not be permitted to participate in any other UAGTCA meet until the outstanding debt is satisfied.

Awards:
Preliminary Meets - Ribbons 1st - 6th Place
Championship Meet - Medals 1st - 3rd Place / Ribbons 4th – 6th Place
Awards for each meet are distributed at the following meet except for the Championship. All Championship awards are distributed at the meet. A trophy will be awarded to the winning team in each male and female age division. Awards that are not given out at the meet can be picked up from Ron Jackson or they will be sent to the Club contact at the conclusion of the series. This is a manual operation and can take up to 2 weeks. Please make certain that your club contact information is accurate on the website.

Timing:
We use Finish Lynx timing for all of our meets. All times are fully automatic (FAT). Individual Times are only available online after the official results are posted. No times are provided at the meet. Disputes are resolved by the Meet Referee and that decision is final.

Meet Results:
Every effort is made to post meet results online as quickly as possible. In many cases this is done in real time at the meet after the conclusion of each event. However, delays can ond do occur so our target is to all results posted on this site no later than the Monday following the meet.  They normally will be available much sooner. All errors in the results must be reported within one week of their being posted on our website. Any error not reported within this time frame may not be included for championship qualification or seeding purposes.

Special Awards:
The top three (3) Outstanding Male and Female Athletes in each division will be honored at the Championship meet based on points earned during the four preliminary meets only. Points are earned for each event on a 10-8-6-4-2-1 point basis for 1st - 6th place finishes respectively. Relay points are awarded to the top 3 teams on a 12-8-4 point basis and are split equally among team members. In addition, 10 bonus points are awarded for any performance that breaks (not ties) the current UAGTCA Meet Record for that event. If multiple athletes break the current record then each is awarded bonus points. If no current record exists then no bonus points are awarded regardless of the performance.

The top 2 teams in each division will receive a trophy based on scoring in the Championship meet. Scoring is on a 10-8-6-4-2-1 point basis for 1st - 6th place finishers respectively. Relays are scored as individual event.

An Athlete May NOT Compete Outside of Their Age Division or Gender

Championship Qualifying:
An athlete must complete an event at least once ( i.e. you must have made a valid qualifying mark and not have been disqualified ) during one of the four preliminary meets in order to qualify for that event in the Championship meet. The mark must meet or exceed the established event qualifying standard for that event and age division in order to be considered (click here for event standards). Although we attempt to schedule events twice during the preliminary meets, we make no guarantee that all events will actually be held twice.  We strongly advise all athletes to participate in the event that they intend to run in the championship the first time it is offered.  Seeding for the Championship will be based solely on marks achieved during our 2012 preliminary meets. We do not accept outside marks. The UAGTCA event limitations (shown below) will be in effect for all meets. Alternates to relays are the only athletes who are permitted to compete in the Championship meet without having competed previously. However, all other participation criteria must be met. These athletes will only be permitted to participate on a relay if the team has previously qualified for that relay in one of the 4 preliminary meets. All athletes must be registered and appear on the team's roster. An athlete cannot have switched affiliation from another club or have competed unattached after development meet #2.

Special Rules
  • Clerking Area
    Only participating athletes are permitted in the clerking area. Absolutely No Coaches, Parents or Spectators will be permitted in this area. A Coach or parent is permitted to escort athletes in the Sub-Bantam Division up to the clerking area. They are not, however, permitted to go in. Violation of this rule will result in the
    immediate disqualification of the Coach and athlete from the meet. There will be no warnings given. All individual points for that entire meet will be forfeited. Coaches who are disqualified from 2 meets will not be permitted to enter athletes into any other UAGTCA sponsored competition.

  • Event limitations
    Event limitations for these meets will be strictly enforced. Athletes are permitted to participate in a maximum of three (3) events one (1 ) of which must be either a Field or a Relay event.  Violation of this rule the first time will result in the suspension of that athlete for one meet.  Violation of the rule a second time by the same club or athlete will result in the suspension of the club for the series.


  • Competition Numbers
    The SAME UAGTCA issued competition number must be worn each week. Replacement numbers will be issued at a cost of $1.50 per number. Only numbers that are verified and stamped by UAGTCA registration personnel may be used.

  • Seed Marks
    Seed Marks are how we assign athletes to heats in all events. If you submit an entry and do not enter a seed mark then your athlete will be listed as having No Time (NT), No Distance (ND) or No Height (NH) for the event and will be placed in an unseeded heat or section. An athlete's past performances in most UAGTCA sponsored meets are available by clicking on the athletes name when making the entry. Marks must be submitted in the proper metric or english format and be within the acceptable range for the event entered. Championship seed marks are automatically recovered from the best mark achieved in the preliminary meets of the current year and cannot be changed by the User. No outside marks will be accepted for thechampionship event.

  • Changing Team Affiliation
    Athletes are not permitted to change team affiliation after meet 2. They can,however, remove their team affiliation and list themselves as Unattached. Prior to meet 3, In order to change team affiliation, both coaches must agree and make the request in writing before the switch will be allowed. A written request from the athlete, current coach or parent, requesting the transfer, must be submitted to the registration table prior to meet 3. This change in affiliation will only apply to the 2012 outdoor series of UAGTCA competitions. All points earned in 2012 will be retained.


  • Posting of Results
    Results for each meet will be posted on this site by the Monday following each meet. All discrepancies in the results must be reported within one week of the posting of the results.

  • Unreported errors in the posted results, older than one week, will not be changed and will not be included in championship qualification or seedimg.

  • Event Age Restrictions
    Athletes must be at least 7 years of age in order to participate in the 800 Meter Run or 1500 Meter Run.


  • Returned Check Penalty
    Any Club or individual presenting a check that is returned for any reason will be assessed a $50.00 processing fee and will be required to pay cash for all future entries. No exceptions !!!!

  • Parking Restrictions
    The parking lots at Ben Johnston and Marcus Foster Stadiums are reserved for Meet Staff, Officials & Concession personnel and parking is by permit only. Cars with appropriate handicap placards will be permitted to park in the available spots designated for this purpose but only if the person requiring accomaodation is in the vehicle. Parking on the street at Marcus Foster Stadium is very limited. Please be prepared to park away from the stadium complex. Parking at Ben Johnston stadium is more available since there is access to the Morris E. Leeds school parking lot across the street from the stadium. This lot is available for use by teams and spectators on a first come first served basis. There is no Reserved parking or tailgating permitted. You are asked to use this parking lot whenever possible and not park on the street so as to not inconvenience the people who live and work in the area
    .

  • Athlete and Spectator Conduct
    Each team participating in the UAGTCA series is responsible for the conduct and control of the athletes and all spectators associated with the team. A few unfortunate incidents have forced the UAGTCA to adopt a zero-tolerance policy for acts of violence or vandalism. Athletes involved in any incident will be asked to leave the venue and on any repeated incident the team will be disqualified and not be allowed to participate in future UAGTCA sponsored events.

  • Concessions and Restrooms
    A concession stand will be open throughout the competitions. Restrooms and where necessary portable toilets will be available during the competitions, However, no changing facilities or showers will be available at any of the venues. Please come dressed to compete. There is no cooking allowed in the stands, the parking lots, or on or near the track. Please clean-up your area before leaving the meet. Trash bags are available at the concession stand free of charge.


  • Schedule of Events
    There is No Time Schedule for these meets and, unless there is an emergency, the order of events will not change without at least 24 hours notice. Events do run off quickly, however, so please plan accordingly. There is no refund for missed events. Every attempt will be made to make event calls over the stadium Public Address system when available. However, the ultimate responsobility to be near the clerking area when an event is being clerked remains with the athlete.
